Roxas thumbs down P23-B railway project

NEWLY-APPOINTED Department of Transportation and Communications Secretary Manuel Roxas II is not keen on supporting the proposed rehabilitation of the Panay Railways system which includes his home province Capiz.
Roxas said the P23 billion allocated for the project spanning Iloilo City to Caticlan inMalay, Aklan is too much for a single train line.
Roxas said hewould rather spend the money on improving road networks from Iloilo to Capiz insteadof reviving the railway system.
“There is no assurance that the railway system will spur business and investments in Iloiloand Capiz because they have the same product profile which limits our optionsof trading,” he said over RMN-Iloilo.
The RegionalDevelopment Council (RDC) in Western Visayas recently approved theP23.5-billion Panay Railway rehabilitation, paving the way for its bidding.
The proposal will be evaluated by the Investment Coordinating Council in the national level before it is approved by the technical committee and the National Economic and Development Authority (NEDA) Board.
The initialplan for the project was the rehabilitation of the original Iloilo City-RoxasCity, Capiz line.
Under the newproject concept, the railway will be extended to Caticlan in Malay, Aklan, thegateway to the famous Boracay Island.
The new plan has two phases. Phase 1 covers the rehabilitation and establishment of the estimated 117-kilometer route from IloiloCity to Roxas City only with an estimated project cost of P16-billion.
TheP7-billion phase 2 of the project includes the route from Roxas City toCaticlan port, the jump-off point to Boracay Island.
New routes will be opened from Ungka, Jaro to the new Iloilo airport in Cabatuan-Sta.Barbara and from Ungka, Jaro to LobocInternational Portto cater to tourists and cargoes.
Its main terminals will be situated in Jaro, Iloilo City; Passi City, Iloilo; and Dao,Capiz and Brgy. Lauan, Roxas City. The secondary terminals will be at Sta. Barbara, New Lucena, Pototan, Dueñas all in Iloilo and Dumarao, Capiz.
The train will stop for 10 minutes at each terminal to load and unload passengers.
The railway is seen to cut travel time from Iloilo to Roxas Cityto one hour from the usual four hours on board a bus or passenger van.
Panay Railways Inc. said five companies from Korea,Japan, China and Canada and Europe expressed interest in investing in Phase 1 of the project.
